TDM reservation EU
A site reserves the rights in machine-readable form, for example with the W3C TDM Reservation Protocol (tdm-reservation in an HTTP header or HTML meta tag, or a /.well-known/tdmrep.json file); the reservation restricts mining and training and does not touch search or answer retrieval.
How does a website reserve text-and-data-mining rights in the EU?
Under Article 4(3) of the EU DSM Copyright Directive, rights holders can reserve text-and-data-mining rights in machine-readable form, and Article 53(1)(c) of the EU AI Act requires providers of general-purpose AI models to have a copyright policy that identifies and complies with such reservations, including through state-of-the-art technologies. The W3C TDM Reservation Protocol (a Community Group final report, not a W3C standard) is one such mechanism: tdm-reservation and tdm-policy in HTTP headers, HTML meta, EPUB metadata or a site-wide /.well-known/tdmrep.json. It restricts mining and training without touching search or answer retrieval.

The effect basis says how the size of the effect is known: measured by a study, taken from an industry report, only documented without a size, or not quantified.
