Rendering budget
Googlebot queues every 200-status page for rendering; a page may wait in that queue for a few seconds or longer before headless Chromium executes its JavaScript, and links found only in the rendered HTML are discovered only after rendering. Rendering may be skipped for non-200 responses and for pages whose robots meta tag or header says noindex. Google recommends server-side or pre-rendering and checking the rendered HTML for all expected content.

AGrade A: official documentation or a standard. A grade describes the provenance of the sources above; it is not a probability that a change will work. The effect basis says how the size of the effect is known: measured by a study, taken from an industry report, only documented without a size, or not quantified.
