Language signals
Google determines a page's language from its visible content, not from lang attributes or the URL; it recommends one language for content and navigation per page, no side-by-side translations, different URLs per language version with hreflang, and no automatic redirects by guessed language or IP location, which can stop users and search engines from reaching every version (Googlebot usually crawls from the USA without an Accept-Language header).

AGrade A: official documentation or a standard. A grade describes the provenance of the sources above; it is not a probability that a change will work. The effect basis says how the size of the effect is known: measured by a study, taken from an industry report, only documented without a size, or not quantified.
