GEO targeting and currency
Google determines a page's target locale from ccTLDs (some, like .io or .tv, are treated as generic), hreflang, server location (not definitive) and other signals such as local addresses and phone numbers, local language and currency, local links and Business Profile; it ignores geo meta tags. Google advises against IP-based content adaptation and automatic language redirects: most crawls originate from the US and send no Accept-Language, so variants may never be crawled. Use distinct URLs per locale and links for users to switch.

AGrade A: official documentation or a standard. A grade describes the provenance of the sources above; it is not a probability that a change will work. The effect basis says how the size of the effect is known: measured by a study, taken from an industry report, only documented without a size, or not quantified.
